Born in 1993 in the capital of São Paulo, Dalcin is from the east side of the city. At the age of nine, he began his studies on the cavaquinho in a self-taught way.

Having chosen the mandolin as his main instrument and Choro as his language, the musician had the privilege of growing up in the Choro circles in the capital of São Paulo, where he was able to learn through living with older mandolinists. For years, he attended the home of mandolinist Milton Mori, his greatest influence. During his life in São Paulo, he also enjoyed a close relationship with mandolinist Danilo Brito and with the dean of Brazilian mandolin, Izaías Bueno de Almeida.

In 2016 he worked as a mandolin teacher at Projeto Guri, teaching classes for young people under eighteen years of age.

In 2017, he created the project "Jacob do Bandolim - Other Compositions", a project where the mandolin player presents a show of unpublished songs by Jacob do Bandolim. In this show, the mandolin player performed with the replica of the mandolin that Jacob used for most of his career. Instituto Moreira Salles produced a podcast entirely dedicated to its discovery. The project was the cover story of Jornal do Brasil, in addition to having toured the best auditoriums in São Paulo and Rio de Janeiro, namely: Auditorium Ibirapuera, Auditorium BNDES, Centro Cultural de São Paulo, Casa do Choro, Instituto Moreira Salles Auditorium and several units of Sesc São Paulo and Rio de Janeiro. The project was finalized with the release of an EP that bears the project's name.

In 2019, Dalcin was appointed by Rádio Batuta (a radio from Instituto Moreira Salles created by Zuza Homem de Mello), as one of the main soloists of Choro today. In the same year, he made his first tour of Europe, with guitarist Yuri Reis, where together they formed the "Duo Alma Brasileira".

In 2020, he released his first compact entitled "Número Um", containing a Choro composed in the early 20th century, in addition to two unreleased songs by mandolinist Juventino Maciel (1926-1993).

In 2021, he worked alongside the string company "Ruxinol'', collaborating to improve the line of strings for mandolin.

As a researcher, he participated, at the invitation of researcher Lucas Nobile, in the documentary “Vibrations - The sound of Jacob do Bandolim (2018)” in which Paulinho da Viola, Hermínio Bello de Carvalho, Hamilton de Holanda, Déo Rian, Sérgio Prata and Marcílio also participated. Lopes.

In 2021, he was part of the group of collaborators of the webseries "Izaías e a Memória Viva do Choro''. Webseries produced by Jeanne de Castro and directed by Rafael Veríssimo. Fernando Dalcin currently resides in Lisbon, where he remains fully active with the mandolin. My favorite mandolin item is a tortoiseshell pick that belonged to Jacob do Bandolim. The Casa do Choro program selected five musicians as representatives of high quality young soloists who work in Brazilian music. They are all between 20 and 30 years old: guitarist João Camarero, trumpeter Aquiles Moraes and mandolin players Tiago Souza, Fernando Dalcin and Rafael Marques. In this video, Fernando Dalcin interprets two unpublished choros by Jacob do Bandolim. The Regional is composed by: Getúlio Ribeiro (cavaquinho), Clodoaldo Coelho (pandeiro), Lula Gama (guitar) and Marcelo Monserrat (seven string guitar).
